Would Kerry have made a difference with France?

MaderBlog has an interesting post regarding US/France relations and the emergence (or possibly strengthening) of the Franco-Spanish-Germanic alliance.

...all Americans are 'neoconservatives' - whether Republican or Democrat. The problem is not policy, it is nationality. America is not currently wrong but essentially wrong - and it is up to 'France' to demonstrate what is right.

I think this actual points to the eventual disintegration of any such alliance; I have a hard time believing that the Germans will follow in lock step behind the French. I read an Economist article a couple of months ago that claimed that Germany typically seeks to triagulate between France and USA. I think this makes more sense than a tight union. Anti-Americanism may be a tie that binds but it can only last so long. If Mark Steyn is correct and the "European nanny-states" start to crumble their electorates will look to centre-right parties who, in estimation, will be more willing to work with the US.
