Reserving Judgment

I am not sure about this one.

...Tory Leader Stephen Harper cited a letter Paul Martin sent to mark Claude Boulay's 50th birthday in 2001. In it, the prime minister kidded Boulay - who was head of the Liberal-friendly ad firm Groupe Everest - about his golf game and remarked about his wife's youthfulness.
Martin has testified he hardly knew Boulay.
That prompted Harper to ask "who writes a letter like that to someone he says he doesn't know?"

The Conservatives continue to try to link PM Martin to key figure within the Sponsorship Program. What is it that the Democrats are saying about House Leader Tom DeLay..."the appearance of impropriety". That may be all that this is. But it certainly looks like more that a casual, how do you do.
