Warwick has argued agressively for a policy of MAD in the comments section here. I am not convinced that you can play that game with the criminally insane. I understand the point and Kate is correct, if they could nuke the Vatican they would - Islamic Militants did try to assasinate Pope John Paul II but I just don't want to contemplate it. A homegrown US terrorist, or group of then, deploys suitcase nukes in major US cities and the correct response is to destroy Mecca? Again, doesn't make a lot of sense to me.
