...But, while responding with severity, the federal government also dealt with the larger problem of what had given rise to FLQ extremism -- the long-standing anglophone overlordship in Quebec, the absence of French power in the federal government, and a range of other grievances.
Over time, Ottawa addressed many of the root causes. Quebec chose (barely) to remain in Canada, and FLQ-type terrorism was no longer seen.
The constant appeasement to Quebec almost split up the Country, twice, and could again in 2-3 years.
