Unleashing the advantages of incumbancy

And to be honest, who can blame them.

...The federal government will release a major economic strategy paper and a fiscal update - not a budget - this fall.
The strategy paper will include some spending and tax measures and also serve as a kind of pre-election platform, the Globe and Mail reported.

They also highlight that there will be no broad-based tax-relief so at least there is an opening for the Conservatives.

...The package is aimed at highlighting Prime Minister Paul Martin's perceived strength as an economic manager.
It would likely be a pre-election document aimed at wooing voters with pledges to boost Canadians' standard of living.
The government is also preparing a "growth agenda" strategy paper.

I guess it is as they say. Don't hate the players, hate the game.
