All this talk that the Gulfcoast needs(ed) a Rudy Giuliani in all of this is nonsense. Comparing Mayor Giuliani to the New Orleans Mayor Ray Nagin is completely unfair. To be clear, Mayor Nagin hasn't exactly distinguished himself but the situations are completely different. After the second tower fell at about 10:30 am the situtation hit its' peak. The actual terrorist attack took about 1.5 hours to reach full effect. To completely over simplify it was damage control from there. The hurricane and the associated levee breaks were a fluid situation (no pun intended). Between the hurricane and the flooding we are talking closer to a three day disaster. With no power and no communication abilities. This was a colossally more difficult situation to manage.
I am not convinced that Rudy Giuliani could have done much better himself.
