That's what I said

I loved the conclusion of Tasha Kheiriddin's and John Williamson's op-ed (subscriber only) in the National Post today.

...Most Canadians understand that “surplus” is just a fancy word for overtaxation. So when will Ottawa realize that taxpayers’ money is not theirs to give back, but something they should not be taking in the first place? The Liberals’ Surplus Allocation Act is a phantom tax break that can neither be measured nor predicted. Like Oliver Twist’s empty bowl, this plan is an empty promise and very thin gruel.

I know that there are some on the left who can't understand this concept but a surplus is overtaxation - practically by definition. Besides, if their hero Jean Chretien proposed a tax-cut, it can't be all bad.
