Too smart by half?

Or a really clear signal? Those appear to be the choices posed by Jack Layton's proposal yesterday. It is fairly obvious that his proposed option is not a non-confidence motion so the Opposition parties can't actually bring down the Government using such a motion. However, the NDP has now given options.

...Around 8 a.m. yesterday, Mr. Layton's senior adviser, Jamey Heath, also began sending out BlackBerry messages to Conservative counterparts telling them to keep a close watch on what Mr. Layton was going to say in early afternoon.
"Part of the issue was building a relationship and building back the trust," a senior Tory said. "Conservatives have been very suspicious of Mr. Layton because of the work that he has done with Mr. Martin.
"One engagement doesn't do it, but several do."

I am guessing that this motion won't even be forwarded and now the Opposition
parties can work on something constitutional.
