Positioning?

The headline says MacKay not ruling out early move to topple gov't but watching the story makes it clear that the NDP aren't on board with such a move.

Is Peter MacKay positioning himself in the "I told you so position" just in case the Liberals prorogue?

Update: Looks even more like that now.

...Conservative Leader Stephen Harper is insisting, despite suggestions to the contrary by his own chief lieutenant, that he's sticking to a three-party deal to bring down the minority Liberal government on Nov. 28.
In an unusual statement issued Sunday, Mr. Harper reiterated that he had discussed the timetable with NDP Leader Jack Layton and Bloc Quebecois Leader Gilles Duceppe.
The bottom line remains the same, said Mr. Harper. “I will move a non-confidence motion on Thursday, Nov. 24 and that motion will come to a vote on Monday, Nov. 28.”
The statement was issued in an effort to end confusion over the joint opposition strategy that was generated by Mr. Harper's deputy leader, Peter MacKay.

If there is any funky business this week keep Mr. MacKay's position in mind.
