Again it’s a nice conservative argument (everybody pays too much tax, blah, blah, blah), but Harper is not going to say to Quebec, “You can only spend per capita what Ontario spends.” He just isn’t. Charest would laugh in his face, because if he went home with a “deal” like that he would be a dead duck.

You know where I stand on this. If Ontario (and Alberta) and used to buy off Quebec I am not on board.
