If the commenters in this post are to be believed the 5000 new member number is bogus but at least my analysis of this appears to be correct.

"I hope they are not doing this simply because they are worrying about the date of the Liberal leadership convention because that wouldn't be appropriate," said Ms. LeBreton.

Forcing the Liberals to adopt new donation rules in the middle of their leadership campaign isn’t appropriate either.
