So the NDP wants to get the troops out a Afghanistan by Feb. 2007. I have been out of the loop today so I have not read any reaction to this but I say why shouldn't the NDP want this. It is a position that warrants debate, I happen to disagree with this position but this is why opposition days were created. Besides, if Gerrard Kennedy happens to win the leadership of the Liberal Pary it is not a stretch to assume the majority of Parliamentarians would vote in favour of Canada backing out of our NATO commitment in Afghanistan. I guess the question becomes can Parliament vote on a commitment out to 2009 and then less than a year later vote to end that commitment or can a government ignore the second vote in favour of the first?

I’d say that it wouldn’t make a difference — overseas deployments are the responsibility of the executive (i.e. the Governor-in-Council, i.e. cabinet). The first vote wasn’t binding, so neither would be a second one.
