Update: And to answer James' question go here. Dalton McGuinty was 4th after the first ballot. But he didn't have the equivalent baggage of 1% in Quebec.
Oh yeah, the sign-off is a bit obscure (can you guess where it is from?) but it fit too well with the leaked memo story to not use it.
