Because how I could anticipate that senior Dion aides are idiots.
...The Liberals have mapped out the first 10 days of a federal election campaign in which they would present Stéphane Dion as the leader who advocates a strong federal government, according to a senior Dion adviser.
...An election after a budget would be fought on economic management; one after the Throne Speech would be about a vision of Canada, the adviser said. In this case, Mr. Dion would sell a strong national government compared with the Conservatives' approach, which would give provinces more autonomy.
...The adviser said the Liberals hope to do well in Atlantic Canada, win back the Outremont seat and capture another 19 seats in Quebec, up from the 12 they have now.
First of all why would they telegraph what their election scripting is? Second, if the Dionistas think they can gain 19 seats in Quebec by campaigning on Trudeau federalism then a fall election could indeed happen and the Liberals will be all but eliminated from Quebec.

I wouldn’t be too sure. 19 may be too high, but a total Liberal seat count of 20-25 (Montreal & Western Quebec) is not unlikely.
